Job Description:

The President/CEO reports to the Board of Directors and is responsible for establishing major goals and objectives for the credit union subject to policy approved by the Board of Directors.  Provides leadership, direction, and guidance of credit union activities in achieving corporate‑wide goals and objectives.  Represents the credit union to regulatory agencies, trade associations, community and civic organizations, members and other financial institutions. The President/CEO is responsible for ensuring financial stability of the credit union and member satisfaction commensurate with the best interest of the members, employees and communities we serve.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

  • Keeps the Board informed of substantive issues related to operation, audit findings, growth opportunities and other pertinent issues. 
  • Supplies the necessary guidance to assist the Board in recommending short- and long-term objectives for the credit union. 
  • Develops regular schedule for making financial progress reports to the Board of Directors with statistical data supplied on a consistent basis including comparative data, charts and graphs.
  • Dispenses advice, guidance, direction, and authorization to carry out major plans and procedures, consistent with established policies and Board approval.
  • Provides strategic direction in all credit union functions to include: accounting, ALM, branch operations, business development, compliance, facility management, human resources, information technology, investments, lending, marketing, and risk management, fraud and security.
  • Oversees the adequacy and soundness of the organization's financial structure including the on‑going operation of a computerized Asset Liability Management program, functional cost accounting systems, non‑earning asset control and liquidity.
  • Reviews operating results of the organization, compares them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
  • Ensures the credit union is in compliance with all federal, state and local laws and regulatory agencies as applicable.
  • Maintains adequate knowledge of cyber security risks and protocols. Oversees the appropriate risk-management tools to continually improve the credit union’s cyber resilience and adapt to changes in technology and cyber exposure. 
  • Attends all board and special meetings.  Establishes and maintains an effective system of communication throughout the organization.
  • Represents the organization including communication with shareholders, the financial community, regulatory bodies, credit union trade associations, and the general public.
  • Leads by example to foster and maintain an open and cooperative atmosphere; provides leadership related to communication, training and appropriate information sharing.
  • Is responsible for the prudent management of credit union assets, including real estate owned, furnishings and equipment, automobiles, investments, computerization, and investments in Credit Union Service Organizations.
  • Directs the development of programs, policies, strategies and practices to sustain a diverse, equitable, and inclusive environment that respects employees, members and communities.
  • Responsible for the hiring, promotions, transfers, and discharges of all staff including the design and maintenance of an effective organization design, developing a management team and providing the leadership to ensure effective, efficient and productive operation
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Directly supervises and coaches the Senior Management Team.  Is responsible for the overall direction, coordination, and evaluation of all branches and departments to assure financial stability, well-managed operations, excellent member service, and active community support.

Provides the leadership that ensures supervisory responsibilities are effectively and efficiently carried out by subordinates in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

PERFORMANCE STANDARDS:

The performance standard for this position includes the following:

  • Adherence to sound business and financial practices in all credit union business transactions.
  • Attaining the key goals established by the Board of Directors.
  • Achievement of multiple "bottom lines" of the credit union including profitability, liquidity, social equity, economic objectives, and good corporate citizen.

EDUCATION and/or EXPERIENCE:

Minimum/Required:

  • Bachelor’s degree in Business Administration, Finance or Accounting, or equivalent experience. 
  • At least five years of management experience, within the credit union industry or banking industry, directly overseeing the work of others, with a minimum of three of the five years in a senior management position.
  • Must have strong knowledge of financial institution balance sheet/liquidity risk and investments. Understanding of the Financial Accounting Standards Board (FASB) to assess the impact on accounting processes and ensure compliance with Generally Accepted Accounting Principles (GAAP) is necessary.

Preferred: Master’s or higher advanced degree in Business, Finance or Accounting, or equivalent experience. 

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from members regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

SUMMARY:

Primarily responsible to conduct or assist in conducting reviews of credit union control effectiveness by performing regular internal audits utilizing a risk-based approach. Assists with the credit union’s internal audit program (through a combination of internal audits and third-party audits), including a focus on control and compliance effectiveness.  Identifies and promotes internal audit best practices by developing, recommending and maintaining up-to-date audit methods, programs, and other supporting infrastructure.

The Internal Auditor reports to the Supervisory Committee and has a communication line to the CEO or CEO’s designee for employment/administrative purposes.  Work product for Internal Auditor is submitted directly to the Supervisory Committee.  This role interfaces with regulatory agencies as needed, including Washington State DFI and NCUA. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Examines, analyzes, and interprets policies, procedures and regulations in the evaluation of adequate internal control design, accuracy, compliance and the effective administration of such controls and thoroughly documents and reports findings.
  • Audits credit union operations and other business-related activities for compliance with established policies, procedures, federal and state laws, rules and regulations, effective and efficient governance, and risk management control processes.
  • Develops, manages, and conducts internal audits as required by regulations and policies as well as those identified as necessary through assessments of risks facing the credit union.
  • Assists with the development and execution of an annual audit plan using an appropriate risk-based methodology, including any risks or control concerns identified by management, internal and external auditors, examiners, regulatory agencies, and the Supervisory Committee.
  • Prioritizes required audits through an approved annual audit plan, scheduling and executing them accordingly.
  • Prepares audit reports and communicates complex audit findings, analysis, and conclusions and recommendations to management and to the Supervisory Committee. 
  • Develops and implements effective audit techniques and utilize documentation skills to adequately support audit findings.
  • Performs audit and consulting engagements in matters requiring the highest levels of confidentiality.
  • Prepares documentation to ensure audit recommendations are properly supported and documented and the adequacy, effectiveness, and efficiency of internal controls have been properly evaluated.
  • Reviews and analyzes the scope of audit programs, recommending changes and improvements as appropriate including the development of new audit programs when needed.
  • Leverages technology to conduct analytics and streamline the audit process.
  • Responsible for systematically tracking and monitoring audit and exam issues and ensuring all identified issues are appropriately addressed by management. Monitors changes in business processes, information systems, management, and operations. 
  • Acts as liaison to the credit union’s regulatory examiners, external auditors, and coordinates and assists with outsourced and/or co-sourced audit assurance and consulting services provided by third party service providers.
  • Reviews and recommends changes to the internal audit program to maximize its effectiveness and to stay current with operational changes.
  • Provides ongoing, independent assurance of the effectiveness of operational controls as identified through risk assessment.
  • Performs subsequent status audits to identify and evaluate actions in response to audit findings and recommendations included in previously issued examination and external/outsourced audit reports.
  • Facilitates and monitors periodic compliance testing.
  • Other duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES: No requirement.

EDUATION and/or EXPERIENCE: High School diploma or equivalent is required. BA/BS degree in business, accounting, internal audit, or finance preferred. Typically requires a minimum of four years corporate auditing experience. Experience with credit unions and banking or relevant experience and knowledge of credit union history and philosophy preferred. A combination of experience and education will be considered.

SUMMARY:   Provides initial point of contact support for employees and volunteers for technical inquires and troubleshooting of hardware and software issues, responding to information systems requests as assigned, and performing a wide variety of preventative maintenance and installations on new and existing equipment and programs. Escalates more complex issues to senior IT staff. Performs technical support tasks and duties that aid the department and organization to meet service standards. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: 

  • Responsible for administration, coordination, and execution of Tier I and continues growth in professional knowledge, competency and skills to advance to perform Tier II IT tasks.
    • Tier I: Provides support services to internal and/or external users of the organization’s computer systems and IT network. Acts as a first level problem identification and resolution resource, including answering, providing advice, troubleshooting and following-up to assist users. Coordinate user problem resolution with other areas if necessary and document, track and report reoccurring issues.
    • Tier II:  Assists Network Administrator with data backups and recovery and backend support issues.  Troubleshoots more complex problems, escalates issues to other senior IT staff as needed, and provides higher level of technical expertise.
  • Deploys, installs, manages, and troubleshoots end user computing hardware and peripherals such as workstations, laptops, projectors, printers, copiers and other technology devices or general equipment. 
  • Provides current software and hardware updates as necessary.  Establishes and maintains workstation software and hardware standards of consistency in configuration, including related peripheral (scanners, monitors, equipment, etc.).
  • Assists with monitoring the Service Desk support queue and prioritizes service requests when needed. Follows up to ensure outstanding issues are being resolved, communicate with stakeholders and updated through the ticketing system including making notes regarding triage activities and resolution solutions,
  • Maintains and monitors inventory of desktop and laptop computers and peripherals, including network printers, spare components and associated supplies.
  • Executes and monitors nightly IT processes.
  • Completes or assists with special project research and recommendation on a variety of items.
  • Researches and tests new software and hardware solutions to determine best options available. 
  • Provides support to members for technical issues related to online systems and services.
  • Creates, inactivates and manages current and new employees network accounts, user access and licensing. 
  • Assists with technology related training for employees. Ability to assist staff in remote branch locations and remote workers (in person and on the phone) with the efficient handling of the member’s needs in resolution of problems. May travel to branches as necessary.
  • Supports other IT staff as needed on tasks to facilitate advancement of IT Specialist skill advancement and learning.
  • May assist with the collection of cost data for budgeting purposes, invoice and bill research and validation
  • Coordinates timely communication updates to staff on items impacting them.
  • Maintains accurate and up-to-date documentation of IT processes and procedures.
  • Makes suggestions for IT and business service and systems improvements.
  • Stays up-to-date on the latest technologies and job knowledge by remaining aware of new regulations; participating in educational opportunities, reading professional publications; maintaining personal networks and participating in professional work groups and organizations.
  • May assist as a liaison between organization facilities related vendors and work that needs to be done. (Examples: electricians, HVAC, garbage, recycle, janitorial, landscaping, etc.)
  • Promotes and maintain a positive image of North Coast Credit Union at all times to all personnel, members and the community.

PERFORMANCE STANDARDS: Must understand credit union products and services to be able to assist staff and members in providing superior member services. Demonstrate a cooperative and positive attitude toward all staff and maintain a professional appearance and demeanor. Ensure Information Technology and other functions are completed in a timely manner.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED); and a minimum of two years related experience, training, or equivalent experience in telecommunications, PC, Network or help desk technical support.  Working knowledge or Microsoft Office software, Active Directory and Web browsers.

CERTIFICATION REQUIREMENTS: Information Technology Industry specific certifications, such as CompTIA A+, CompTIA Network, Microsoft Administrator Certificate, etc., are preferred but not required.

LANGUAGE SKILLS: Ability to read and comprehend simple instructions and correspondence. Ability to write business correspondence interacting with vendors.  Ability to effectively present information in one‑on‑one and small group situations to members, supervisor, and other employees of the organization. Possesses required knowledge and ability to work with a diverse group of individuals and discuss highly technical concepts with individuals of varying technical understanding and skills.

TRANSPORTATION: A vehicle in good working order is required for this position as traveling between branches and other locations is critical. Often a personal vehicle must be used to transport Credit Union related supplies and items.
